Scott Phillips is a consulting actuary with the Seattle Health Practice of Milliman. His work focuses on provider contract modeling, reimbursement benchmarking, and leveraging HPT and TiC Transparency data. He joined the practice in 2017.
Experience
Scott specializes in the following areas of actuarial healthcare work:
- Provider contract modeling – Scott is the lead programmer for Milliman’s Dynamic Reimbursement Modeler. He and his teams have utilized this tool for a variety of consulting projects, including parity audits, contract negotiations, and network strategy development.
- Reimbursement benchmarking – Scott and his teams have developed methodologies for creating hospital-specific facility and market-specific professional reimbursement benchmarks by leveraging CMS Cost Reports data, Milliman’s proprietary data sources, and other publicly available data sources.
- Transparency Data – Scott is heavily involved in the ongoing development of the Milliman Transparent product. In addition to developing the tool, Scott also works with insurers and hospital systems to help them leverage this data effectively.
